This device is an aid to persons with limited mobility. The Swivel Seat allows the passenger seat  to be swiveled through 90 degrees , this allows the person to be transfered to the seat from the wheel chair or to back on to the seat. The seat is then returned and locked  to the normal forward facing position. No longer required., it made quite a difference to the quality of life.
